Netscape Composer
This is the WYSIWYG HTML editor bundled with the Netscape Communicator Suite. This is a basic editor. It does not support advanced HTML features like frames, forms, etc. The best thing about this editor is that it is available for almost all the popular OSes - Windows, Linux, MacOS. Any upgrade is instutioned on all these platforms.

Front Page Express
This is another popular HTML editor. This one is bundled with the Internet Explorer suite. This too like Composer doesn't support advanced HTML features. But unlike Composer it supports forms. A lot of junk is generated by this app too.

IMS Web Dwarf
This is another good WYSIWYG editor. It saves the files you create in a propritory format. You have to 'export' from this app to save your page as HTML. The best part of this software is that it allows pixel-level placement of elements. IMS uses CSS & JavaScript to achieve this. This app does not produce unwanted junk. Overall an excellent app to create stunning web pages.

If you did like to hard-code your HTML then you can use this editor. Many free codes are bundled with this app. You can setup the interface as you like. Some other features are: tag-coloring, live-preview, etc.. Perhaps the best of the lot among free HTML editors.
